NFL Kickoff Festival – Conditions of Entry

The NFL Kickoff Festival is an All-Ages event with family-oriented programming, including the NFL Academy, flag football activities and cheerleading showcases. The following admission conditions apply for the entire duration of a patron’s attendance:

• Patrons aged 14 years and over may attend the Event unaccompanied.
• Juniors aged 13 years and under must be always accompanied by a responsible adult aged 18 years or over while at the Venue, including within entry queues and General Admission areas.
• A responsible adult who is accompanying a junior aged 13 years and under is responsible for that junior’s supervision, conduct and welfare throughout the Event.
• Valid identification may be required as evidence of age. MOPT and the Venue Hirer reserve the right to refuse entry where a junior aged 13 years and under is not accompanied by a responsible adult.
• Prams and strollers are welcome at this family-friendly Event and are subject to security screening on entry.

All items will be visually inspected by our staff on entry. The following items are not permitted in the Venue:

• Illegal substances, including controlled, dangerous or illicit drugs without proof of prescription or other relevant documentation; 
• Knives or other items that are modified or adapted to be used as a weapon; 
• Incendiary devices, including flares, fireworks, sparklers and smoke bombs; 
• Firearms and explosives, chemical, radioactive or biological substances; 
• Laser lights or pointers; 
• Alcohol; 
• Animals (other than accredited assistance dogs); 
• Bicycles, scooters, skateboards, golf buggies and rollerblades/skates (unless reasonably required to facilitate access to the Event for a person with a disability, health condition or impairment); 
• Professional cameras, audio recording devices or video cameras which MOPT deem may be used in any commercial manner; 
• Camera tripods, selfie sticks and detachable lenses above 300mm; 
• Chairs, stools, bean bags, inflatable furniture, tents, sun shelters, tables; 
• Glass (including bottles/jars) or cans (including spray cans and aerosols), metal or hard plastic containers (eskies/ice boxes/cooler bags), including metal water bottles and plastic bottles over 750ml; 
• Bags that do not comply with the NFL Clear Bag Policy (refer to the Bag Policy section below); 
• Water will be permitted in a sealed bottle; unsealed bottles (including metal drink bottles or containers) must be emptied prior to entry; 
• Large flags/banners, with or without handles, exceeding 1m; 
• Poles of any kind, including flag poles and flagpoles (flags and banners must be handheld only); 
• Clothing bearing any racist, indecent or obscene language or images; 
• Political, religious or offensive items such as, but not limited to, flags, clothing, banners, signs and symbols which may be used for a political or religious protest, or for any racial, discriminatory or offensive purpose; 
• Unauthorised advertising material or flyers; 
• Musical instruments (including whistles, loud hailers, horns or bugles); 
• Drones, spider cameras, remote piloted aircraft systems, or any other aerial photography; 
• Metal cutlery, including cheese knives; 
• Any large item that cannot be placed under a seat; 
• Public address system, electronic equipment, broadcast equipment or similar device which may interfere with broadcast equipment being used by the Venue or other persons authorised by the Venue in connection with the Event; 
• Any item the possession of which does not have an ordinary and reasonable use by a patron at the Event and which may be used to damage or deface property, buildings or any part of the area used for the Event (including without limitation any spray paint); or
• Any other item that, in the opinion of MOPT management, is hazardous, illegal, or could cause harm or public nuisance.

There will be a security check at the gate and prohibited items will be confiscated. The organiser does not take any responsibility for confiscated items. Please note that cloaking facilities will be available outside the Venue, within a reasonable distance of the designated event entry points.

At the Event and within the Venue, patrons must not:

• Enter any fenced or cordoned off area, or interfere with any activity undertaken in any fenced or cordoned off area; 
• Remain at the Venue or any area used for the Event outside the published closing times of the Event; 
• Leave the Event other than through a designated exit; 
• Block any thoroughfare or erect any structure; 
• Litter or misuse, deface, damage, or tamper with any building or thing; 
• Pick, damage or uproot any tree or shrub, disturb or interfere with any fauna, or excavate any part of the Venue; 
• Promote any advertising or promotional material, samples of goods or services or any other matter or thing, or otherwise engage in ambush marketing; 
• Operate or use a loud hailer, public address system or other device which may interfere with electronic or radio communications being used by the Event; 
• Throw or kick any stone, bottle or other projectile; 
• Busk or conduct similar entertainment; 
• Conduct public surveys or opinion polls, or solicit money, donations or subscriptions from members of the public; 
• Sell, offer or make available for sale, or give away any ticket or other items, or collect money or orders from patrons for goods and services; 
• Disrupt, interrupt or behave in any manner that may disrupt any official, employee or contractor, event or activity; 
• Use racist, indecent or obscene language or threatening or insulting words, or otherwise behave in a threatening, abusive, riotous, indecent or insulting manner; 
• Interfere with, obstruct or hinder an Authorised Person in the exercise of their powers, functions or duties; 
• Ignite any flare or firework, explosive or smoke bomb; 
• Become intoxicated, use banned drugs or supply alcohol to minors; 
• Smoke in a designated ‘no smoking’ area; or 
• Refuse to follow any direction issued by an Authorised Person.

We are committed to providing an accessible and enjoyable experience for all guests. Guests with disabilities are welcome to bring assistance dogs into the Venue. 

Documentation: Under the Disability Discrimination Act 1992, a person may request that a person with a disability produce evidence that an animal is an assistance animal. Patrons may need to provide evidence that their dog meets the definition of an assistance dog under the Equal Opportunity Act 2010 — specifically, that the dog has been trained to perform tasks or functions that help to alleviate the effects of the patron’s disability. Your assistance dog must have completed obedience training, evidenced by an obedience certificate and a declaration by the relevant dog trainer. 

Access and Seating: Assistance dogs are permitted in all areas of the Venue where guests are allowed. For safety and comfort, designated seating areas are available for guests with disabilities. Please contact the Guest Services team in advance to make arrangements if you need assistance with seating. 

Behaviour and Control: Assistance dogs must be under control at all times. If an assistance dog displays aggressive behaviour or is not under control, we may ask you to remove the dog from the premises. 

Accommodations: If you require additional accommodations for your assistance dog (e.g. relief areas), please notify the Guest Services team prior to your visit.

The NFL Kickoff Festival operates under the NFL Clear Bag Policy to help keep entry lines moving and enhance safety for everyone. Only the following styles and sizes of bag may be brought into the Venue:

• A clear plastic, vinyl or PVC bag not exceeding 30.5cm x 15.25cm x 30.5cm. This includes clear tote bags, clear backpacks, clear cinch bags and clear fanny packs within these dimensions; or 
• A clear plastic resealable freezer/storage bag of up to approximately 4 litres (e.g. a snap-lock or Ziploc-style bag). 

In addition to one clear bag above, patrons may also carry one small non-clear bag or clutch not exceeding approximately 11.5cm x 16.5cm, with or without a handle or strap. Bags must not have buckles, grommets, hardware or décor concealing any part of the bag. 

Family-friendly note: each member of a family, including children, may carry their own approved clear bag together with a small clutch. Diapers/nappies and baby items may be carried in a clear bag. Prams and strollers are permitted, subject to security screening. 

Medical exceptions: bags containing medically necessary items, equipment or supplies (including breast pumps and expressed milk) are not subject to the clear bag requirement but will be subject to inspection and security screening at entry. 

Bags that do not meet this policy will not be permitted. Cloaking facilities will be available outside the Venue, within a reasonable distance of the designated event entry points. Non-compliant bags must be cloaked at these facilities prior to entry or will not be admitted. Patrons are responsible for their own personal possessions and must not leave bags or possessions unattended at any time. All bags remain subject to search at entry and within the Venue.

Flags exceeding 1 metre in length are considered prohibited items and are not permitted into the Venue. Such flags must either be surrendered and cloaked or taken back to the patron’s vehicle. In line with NFL policy, flags and banners must be handheld and must not be attached to a pole or stick of any kind. Poles are a prohibited item and will not be admitted into the Venue. The following items are also not permitted into the Venue: 

• Large banners taking up more than the patron’s seat; 
• Flags and banners that may cause offence; 
• Flags or banners that conflict with Venue or event sponsors; and 
• Flags or banners that impede the view of other guests. 

A Venue Hirer may also impose further restrictions on the types of permitted flags or banners.

The Venue is licensed and, as such, the following provisions apply:

• Alcoholic beverages must not be taken into or from the Venue; 
• Intoxicated persons will be refused entry to, or evicted from, the Venue; 
• Alcohol may only be consumed in designated areas; 
• Alcohol may not be permitted inside the Venue at some events; 
• It is an offence for minors to purchase or consume alcohol, or for a person to supply alcohol to a minor; and 
• Breaches of these laws may result in eviction from the Venue and the persons being reported to the Police (penalties apply under the Liquor Control Reform Act 1998 (Vic)).

Smoking, including e-cigarettes and/or vaping, is not permitted inside the Venue or within 10 metres of the external doors/gates. Should you wish to smoke or vape, please do so via the designated areas external to the Venue. Failure to smoke or vape in designated areas may result in eviction from the Venue.

MOPT management reserves the right to:

• Refuse entry to any person; 
• Inspect any bags, loose clothing or other items at entry points or within the Venue at any time; and 
• Conduct security screening (which may include the use of metal detection devices) at entry points within the Venue at any time.

Security measures in place for an event may vary depending on the nature of the event and other relevant considerations. 

A person must not attempt to conceal their identity, either at the point of entry or while inside the Venue. Persons concealing their identity with a scarf, balaclava, mask or other item, unless for a religious, medical or other justifiable reason, may be refused entry and/or ejected from the Venue or Event. 

Patrons must not engage in the following in the Venue and/or surrounding MOPT Precinct:

• Distribute commercial, political, religious, advertising or promotional material; 
• Sell or distribute any goods or services or any other matter or thing; 
• Collect money or orders from other persons at the Venue or the MOPT Precinct for goods or services; 
• Engage in ambush marketing; 
• Conduct public surveys or opinion polls, or solicit money, donations or subscriptions from members of the public; or 
• Post, stick or place, or attempt to post, stick or place, any poster, placard, bill, banner, print, paper, sticker or any advertising material on any building, structure, fence, tree or cordon without the prior written consent of MOPT.

A person may be liable for prosecution or a fine, or may be ejected from the Venue, where that person:

• Uses foul or abusive language or makes racial or threatening remarks or gestures; 
• Is deemed by MOPT management to be displaying offensive, disorderly or unlawful behaviour; 
• Enters the Venue or other restricted internal area without proper authorisation; 
• Engages in a criminal activity; 
• Poses an unacceptable risk to the safety, security or integrity of the MOPT Precinct, Venue or Event; or 
• Fails to comply with these Conditions of Entry, the Venue Hirer’s terms of admission, or a lawful request from Venue staff, an Authorised Officer or Victoria Police.

It is an offence for a person to re-enter the Venue for a period of 24 hours after being ejected from the Venue. 

Patrons must not enter the field of play, flag football fields, stage or performance areas at the Venue at any time without prior consent from MOPT management or the Venue Hirer. Patrons acknowledge that if they enter these areas without such consent, they may be prosecuted, fined or ejected from the Venue.

Juniors aged 13 years and under must be accompanied by a responsible adult aged 18 years or over within the Venue. Patrons aged 14 years and over may attend unaccompanied. (See Age and Admission above.)

By entering the Venue, patrons agree for their image, likeness or voice to be used as part of any recording of the Event. Patrons consent to the commercial exploitation, throughout the world, of their images by MOPT, Live Nation Australasia Pty Ltd, the National Football League (NFL) and their respective commercial partners without compensation. 

Patrons are advised that the Venue and MOPT Precinct is fitted with electronic surveillance and patrons may be filmed in any area of the Venue and/or MOPT Precinct. Please see the “Privacy Collection Notice” section for further information. 

Attending events at large venues and crowded places involves risk, including exposure to illnesses, collisions (with objects or other persons), falling or tripping, adverse weather, or acts committed by other patrons. 

Depending on the Event, lighting levels at the Venue may be dim or vary throughout the course of the Event. Patrons are advised to exercise caution when moving around the Venue during such an Event for their own safety.

Patrons enter the Venue at their own risk. MOPT and the Venue Hirer have no liability whatsoever for any damaged, lost or stolen property, nor for any other loss, damage or injury suffered by any patron, whether in contract, tort or statutory liability, to the full extent permitted by law.

• An event may be cancelled, delayed or stopped due to dangerous situations, adverse weather or for any other cause beyond MOPT’s or the Venue Hirer’s control. 

In addition to the matters set out above, MOPT may exercise any rights granted under the Major Events Act 2009 (Vic) or other legislation or regulations pertaining to the Venue. 

No pass outs are permitted at this Event. Once you exit the Venue, no re-entry will be allowed. The only exception is where a pass out is authorised due to inclement weather and with the approval of Victoria Police, in which case patrons must use the designated entrance/exit point(s) to leave and re-enter the Venue. 

During some events, there may be a requirement for all drinks to be decanted out of their original packaging (e.g. can or bottle). Staff may also remove lids and bottle tops from drinks. Patrons are advised that in these scenarios the floor may be wet and slippery as a result of drink spillages and should remain cautious when moving around the Venue.

MOPT is committed to providing a safe and enjoyable environment for all patrons. Our staff are here to aid and to enhance your opportunity to have a positive experience. 

The NFL Kickoff Festival is a family-focused, all-ages event, and we want everyone to feel comfortable and safe. General Admission (GA) areas can become busy and lively during live music and main-stage moments, and at times may involve warm conditions and close crowds. To help everyone enjoy the Event, patrons are encouraged to keep the following in mind before accessing the General Admission area:

• Keep hydrated. 
• Take breaks during the event — go outside or move to the back of the floor to re-hydrate and cool down. 
• Keep an eye on other patrons and assist them where possible. 
• If you require assistance, speak to a staff member. 
• First Aid assistance is available on the GA floor. Speak to a staff member for assistance if required. 
• As this is a family-friendly, all-ages event, we ask all patrons to be considerate of those around them, including children and younger fans. Activities such as moshing and crowd-surfing are not suited to this Event and are not permitted; patrons taking part may be asked to stop or, if necessary, to leave the Venue so that everyone can enjoy the festival safely. To the extent permitted by law, the Venue, including its employees and contractors, is not liable for any injury, loss or damage resulting from patrons participating in these or similar activities. 
• The following items should not be taken into the General Admission area for your safety: studded belts and bracelets, large earrings and bags.

If you see someone in distress, please seek assistance by contacting Venue staff and security personnel. 

Juniors aged 13 years and under must not be left in the GA queue without a responsible adult aged 18 years or over. It is a condition of entry to the Venue that all juniors aged 13 years and under be accompanied by a responsible adult. 

For the purpose of this Privacy Collection Notice, references to “Venue” are references to Melbourne Park, and references to “Venue Hirer” include event organisers for the purpose of the Major Events Act 2009 (Vic) (as relevant).

Filming: To enhance the safety of all MOPT Precinct and Venue users, security cameras and monitoring and surveillance systems operate at the MOPT Precinct and Venue to assist in identifying and denying entry to, or ejecting, persons who pose a threat to the safety, security or integrity of the Event. Ticket holders and all other individuals acknowledge that they may be filmed and, by entering the MOPT Precinct or Venue, consent to the recording of their likeness and/or voice by any means (including but not limited to audio and visual recordings). 

Footage collected by MOPT will include the personal information (and may include sensitive information and health information) of individuals who enter any MOPT Precinct or Venue in accordance with the Major Events Act 2009 (Vic) and the Conditions of Entry. 

By entering the MOPT Precinct or Venue, ticket holders and all other individuals consent to the collection of their personal information for what is necessary for one of MOPT’s functions or activities, in accordance with the purposes set out in this Privacy Collection Notice and MOPT’s Privacy Policy. Personal information (as defined in the Privacy and Data Protection Act 2014 (Vic)) and health information (as defined in the Health Records Act 2001 (Vic)), together the Privacy Laws, will at all times be handled by MOPT in accordance with the Privacy Laws and MOPT’s Privacy Policy. 

Purpose of collection: Personal information is collected for the purposes of ensuring the security and safety of individuals at the MOPT Precinct or Venue. This information may be used to, without limitation: 

• Manage entry to the Venue; 
• Monitor activity within the Venue (which may include population movement, density and queue management); 
• Support the removal from the Venue of any person who breaches the Conditions of Entry; 
• Deny entry to or eject any person who, in the reasonable opinion of Venue management, poses a threat to the safety, security or integrity of the MOPT Precinct, Venue or Event; 
• Exclude such persons from attending the relevant MOPT Precinct or Venue for future events; or 
• For other law enforcement purposes.

Sharing information: The information collected may be disclosed to and shared between certain organisations, including but not limited to: Venue Management, the Venue Hirer, Venue Security Providers and Victoria Police, for the above stated purposes, and all persons consent to such disclosure. Further details of the organisations to whom information may be disclosed are set out in the MOPT Privacy Policy.

A copy of the MOPT Privacy Policy is available upon request or can be viewed at melbournepark.com.au/privacy/. Individuals who have had their personal information collected and would like to make a complaint about MOPT’s handling of their personal information, or to access or correct that personal information, can make these requests by emailing [email protected].

If a person breaches the Conditions of Entry, engages in criminal activity, or fails to comply with the Major Events Act 2009 (Vic), they may (without compensation or refund) be:

• Denied access to, or evicted from, the MOPT Precinct, Venue or Event; 
• Have their ticket (and any future tickets) cancelled, and be required to deliver up any ticket in their possession; 
• Excluded from attending future events hosted at the Venue by a Court, MOPT, or the Venue Hirer; or 
• Asked for their personal information, such as (but not limited to) name, address and date of birth, by an Authorised Officer (as authorised under the Major Events Act 2009 (Vic)) or Victoria Police, which the person acknowledges may be used or disclosed in accordance with this Privacy Collection Notice and the MOPT Privacy Policy,

in addition to all other legal rights and remedies available to MOPT.

By entering the MOPT Precinct or Venue, ticket holders and all other individuals entering the MOPT Precinct and Venue consent to:

• Their name, address, date of birth and image being collected and used by MOPT, Victoria Police and the responsible entities for events held at a MOPT Precinct or Venue, or other locations as the case may be; 
• Disclosure of such information to MOPT, the Venue Hirer, the Security Provider and Victoria Police if they are denied entry to, evicted from, or arrested within or in proximity to, the Venue and/or MOPT Precinct (as relevant); and 
• Such information being uploaded to, processed by and stored in MOPT’s security monitoring and surveillance systems for the purposes set out in this Privacy Collection Notice.

If you do not give consent to the collection, use and disclosure of your personal information as contemplated by this Privacy Collection Notice, you will not be able to access the MOPT Precinct or Venue. 

MOPT management reserves the right to refuse entry to, or eject, any person who breaches the Venue’s Conditions of Entry, engages in a criminal activity, or poses an unacceptable risk to the safety, security or integrity of the MOPT Precinct, Venue or Event. 

This Privacy Collection Notice should be read in conjunction with the Conditions of Entry, the Venue Hirer’s Terms of Admission, and MOPT’s Privacy Policy. MOPT reserves the right to amend this Privacy Collection Notice from time to time, and copies of the latest version are available at melbournepark.com.au and prominently displayed throughout the MOPT Precinct and at each Venue.

MOPT management adheres to all government public health and safety measures that apply to the Venue and the MOPT Precinct, which may change from time to time. 

You agree to comply with all Government directions, orders and regulations relevant to attending live events which may be in place at the time of the Event. This includes not attending the Event if, at that time, you are subject to a requirement imposed by law to self-isolate or otherwise not attend live events. When attending an event at the Venue, you agree to assume all risks associated with the transmission of viral illnesses.
